Concejo Municipal Reconquista<\/p>\n\n\n\n<p>P R E S E N T E.-<\/p>\n\n\n\n<p>De mi consideraci\u00f3n:<\/p>\n\n\n\n<p>La reciente aparici\u00f3n de noticias difundidas por los medios de comunicaci\u00f3n local, del dictado del Decreto N\u00b0\u2026\/20 por parte del Departamento Ejecutivo Municipal, norma mediante la cual se destina la suma de $ 700.000,00, a la COMPRA DIRECTA de dos mil (2.000) de plantines de azaleas, ha causado en la comunidad y, en particular en mi persona, no solo sorpresa e indignaci\u00f3n, sino que, adem\u00e1s, han encendido las alarmas por la posible comisi\u00f3n de alg\u00fan tipo de acci\u00f3n re\u00f1ida con las m\u00e1s elementales normas vigentes en materia de contabilidad y compras, a las que debe apegarse indefectiblemente el gobierno local.<\/p>\n\n\n\n<p>Efectivamente, cuesta encontrar explicaci\u00f3n l\u00f3gica a la disposici\u00f3n adoptada por el Sr. Intendente Municipal que, en el marco de una pandemia y consecuente extensa cuarentena que distrae la atenci\u00f3n de los gobernados, sin las necesarias razones fundadas de necesidad y urgencia, dispone una compra semejante a proveedores de la provincia de Corrientes, sin haber llamado al menos a cotejo de ofertas y oferentes en el \u00e1mbito local y\/o regional, am\u00e9n de estar convencido que nuestro Vivero Municipal tiene la capacidad de producir plantines en n\u00famero suficientes para satisfacer esa demanda, si la planificaci\u00f3n de determinadas acciones de gobierno se ejecutar\u00e1n con la debida mesura e inteligencia.<\/p>\n\n\n\n<p>C\u00f3mo no podr\u00eda poner un manto de duda esta operaci\u00f3n de compra, cuando ha salido a la luz que, m\u00ednimamente el costo de cada plant\u00edn adquirido, duplica el valor que tiene en cualquier vivero local o de la zona, eso, sin tener en cuenta la mejora que puede lograrse en el precio final por la cantidad que se pretende adquirir; tambi\u00e9n es llamativo el hecho que uno de los proveedores mencionados en el Decreto, carece de inscripciones en los organismos del estado (AFIP), cuesti\u00f3n no menor para un contratista del estado.<\/p>\n\n\n\n<p>Como puede apreciarse en la disposici\u00f3n que se conociera por medio del mencionado Decreto, puede subyacer la comisi\u00f3n de alg\u00fan delito reprochable que es necesario determinar mediante la investigaci\u00f3n realizada por los canales institucionales, en particular aquel previsto en el Art\u00edculo 39\u00b0, Inciso 69\u00b0 de la Ley Org\u00e1nica Municipal 2756. Efectivamente, estando expresamente indicado que es atribuci\u00f3n del Concejo \u201c\u2026Nombrar de su seno Comisiones Investigadoras para que informen sobre la marcha de la administraci\u00f3n municipal o sobre irregularidades que cometiere el personal. El presidente del cuerpo comunicar\u00e1 la designaci\u00f3n de esta comisi\u00f3n, al Departamento Ejecutivo para que \u00e9ste ordene a los jefes y empleados se pongan a las \u00f3rdenes de aqu\u00e9lla y le presten su debida cooperaci\u00f3n\u2026\u201d, es simple colegir que se trata del medio id\u00f3neo que cabe aplicar en este caso, como curso de acci\u00f3n inmediato.<\/p>\n\n\n\n<p>En raz\u00f3n de lo expuesto es que vengo por la presente a solicitarle me conceda una entrevista urgente para intercambiar puntos de vista sobre el asunto comentado y, de resultas de coincidencia en cuanto a avanzar o no en procura de la aplicaci\u00f3n en el caso de remedios conducentes a establecer responsabilidades de alg\u00fan tipo o deslindarlas, comprometer mi apoyo personal para que desde el Concejo Municipal -\u00f3rgano de contralor de las acciones p\u00fablicas-, se lleven adelante y ejecuten todos y cada uno los pasos que conduzcan al resguardo de la hacienda del estado posiblemente da\u00f1ada por aplicaci\u00f3n de pol\u00edticas u acciones contrarias al inter\u00e9s general.<\/p>\n\n\n\n<p>A la espera de su decisi\u00f3n y quedando entera disposici\u00f3n, lo saludo con particular estima y respeto.<\/p>\n\n\n\n<p>Ing.
